Aberdeen, Kelly Duncan, was appointed in November 1996 to Education’s Table. An alumnus of the University of South Dakota Duncan received a bachelor’s degree in Operation Education in 1983, a master’s-degree in counseling in 1988, as well as a Ph.D. In Education in 2003. Dr. Duncan presently acts since the Dean of the Northern State School Millicent Atkins School of Education.
